II. POSITION SUMMARY



The incumbent is responsible for managing the JIGPC PD Contractor’s HSE team during the execution of all JIGPC PD Contractor works, interacting with the PD&T EH&S team members and providing support and guidance to the JIGPC Contractor team regarding EH&S issues.

The incumbent is expected to have knowledge of EH&S throughout all phases of Construction, Commissioning and Operations.





III. PRINCIPAL ACCOUNTABILITIES



This position is accountable for the following:

· Support the FULL implementation of the JIGPC EHSS Management System.

· Establish and manage a multi-cultural HSE Team, addressing all aspects of EH&S.

· Support the implementation of the Project Emergency Response Plan

Ensure the JIGPC HAZID program is fully implemented
Ensure following all regulations and rules of National and local government and JIGPC standards.
· Review and comment on Method Statements and Job Safety Analysis (JSA) for all work activities to ensure accuracy and validity of the same.

· Lead incident investigations and complete incident reports for incidents occurring across the Site, including detailed RCA’s.

Ensure an inspection regime is implemented to assure the integrity of all equipment.
· Support the implementation of a roust Control of Work program, including the PTW, JSA, work request and SIMOPS.

· Monitor adherence to the LOTO work process, specifically that the LOTO is adequate and installed correctly.

· Ensuring safety programs and safe work practices are reviewed and monitored on an ongoing basis.

· Ensuring EH&S information/expertise is provided to the site team when solicited to ensure compliance to JIGPC standards and local laws.

· Always demonstrating strong leadership throughout the project phases

· Ensure a robust EH&S training strategy is developed and implemented, with a specific emphasis towards safety critical disciplines.

· Actively participating in and leading safety promotion events, campaigns, competitions, established programs

· Ensure a robust incentive / disciplinary policy is implemented to promote strong safety performance.

· Ensure all HSE data is carefully collated and evaluated to provide opportunities for learning.

· Ensure all HSE reports are completed in a timely manner.

· Ensure BSP program is fully implemented across the Site.





IV. Qualifications



Degree in a Technical Subject.
Professional membership to a technical institute.
10 years’ experience on international Projects working as an EH&S professional, with a minimum of 5years working as an EH&S Manager.
Fluent spoken and written English.
Familiar with all aspects of Construction, Commissioning and Operational Safety.
Being a good team player, good communication and interpersonal skills.
Physically fit and able to spend a large proportion of the day on Site.


V. Preferred Qualifications / Skills



Knowledge and experience of industrial gas Projects.
Knowledge and experience of EPC management.
